I specialize in applying economic theory to health services research. My research examines the organization, financing, and delivery of health care with a focus on health insurance and Medicare reform. I am a regular contributor to journals of economics and health services research, and serve as consultant to national agencies such as the U.S. Department of Health and Human Services and the Congressional Budget Office.
