I am an associate professor at the University of Minnesota School of Public Health (SPH) and founding director of the SPH Center for Public Health Systems (CPHS). As a faculty within the Division of Health Policy and Management, I work closely with the division’s Master of Public Health (PHAP and EPHAP) programs, mentoring students, designing curricula and programming, and teaching courses on health policy, budgeting, and financial management.

As director of CPHS, I collaborate with faculty, staff, and students across SPH to support public health practice and conduct public health systems research and evaluation. I maintain a robust research agenda with more than 140 publications in public health workforce systems and workforce development. The center works with practice partners, foundations, national public health organizations, and researchers to create a sustainable public health workforce that supports identified U.S. public health needs. In addition to my roles at the University of Minnesota School of Public Health, I am the director of evaluation for the Region V Public Health Training Center. I contribute to many of their projects, including regional training needs assessments and a review of regional public health training centers, and I help support their approaches to training provision. I was also a co-creator of the Public Health Workforce Interests and Needs Survey (PH WINS) while at the de Beaumont Foundation and have been a technical lead or advisor since its inception. In addition, I was a lead on the 2020 Staffing Up Project and several CDC-funded studies: the 2016 Workforce Gaps Study, the 2017 Director's Assessment of Workforce Needs Survey, and the 2018 Public Health Enrollment Trends Study, among others. I'm an associate faculty at the Johns Hopkins Bloomberg School of Public Health.


I have a background in public health systems research, including workforce and finance, evaluation, disaster response, and the ethics of resource allocation. My issues of focus include cost estimation, projecting public health workforce needs, and evaluating the value proposition of public health service provision and the public health system.

I have also worked for the last several years with practice partners across the state on COVID-19 response, serving as a SME on the Governor’s Vaccine Allocation Advisory group, as a member of the Minnesota COVID Ethics Collaborative, and as the UMN lead of the Minnesota Resource Allocation Platform (MNRAP), which connected patients seeking monoclonal antibody treatment with facilities across the state. I have also collaborated with colleagues across Minnesota in characterizing health inequities associated with the COVID-19 pandemic.
